Building the reporting and analytics foundation for a statewide healthcare workforce initiative, reducing reporting effort by 60% and creating more dependable decision support.
The situation
A statewide healthcare workforce initiative needed a dependable way to understand participant enrollment, eligibility, engagement, training, and outcomes. Reporting was not a single dashboard problem. Information moved through several people, systems, definitions, and review steps before it reached program leaders.
The design question
How could the reporting cycle become more reliable, faster to operate, and easier for stakeholders to explore without automating away the judgment required for sensitive program data?
My contribution
I defined and maintained KPI standards, translated state and program requirements into reporting capabilities, and designed reusable semantic models for self-service analysis. I connected raw program data, validation, workflow automation, and Power BI reporting into one operating approach using Azure and Microsoft Fabric.
The system
The resulting design combined end-to-end data pipelines, shared definitions, semantic models, validation rules, exception review, and role-appropriate reporting. Documentation, compliance, and ownership were treated as product capabilities rather than administrative work around the dashboard.
Outcome and lesson
The system reduced reporting effort by 60% and generated more than $75,000 in annual operational savings. Geographic and demographic analysis also informed outreach that improved participant enrollment outcomes by 80%. The lasting lesson was simple: reliability is designed before the first chart.
